For example, Spanish-American adults’ current alcohol use rate is above the national average, and 50% higher than Dominican-Americans’ alcohol use rate (60.8% versus 40.3%); Spanish-Americans’ current illicit drug use is also much higher than the rate Dominican-American rate (13.1% versus 3.9 percent), nearly a threefold difference; and Puerto Ricans had the highest rate of current binge drinking (28.7%), while Central or South American adults had the lowest current binge drinking rate among Hispanics (20.8%).

Most significantly, they have a poor understanding of American systems in general. Hispanics in 1997, up from 11 percent in 1990. Never fully free, black women had to depend on their skills of negotiation in a society dedicated to upholding both slavery and patriarchy. When the National Institute of Justice surveyed a sample of more than 2,000 recently arrested drug users from several large cities, including Manhattan, the researchers learned that “respondents were most likely to report using a main source who was of their own racial or ethnic background regardless of the drug considered.” Upon closer analysis these findings reveal that there are, indeed, many more drug sales in white communities than there are in communities of color, but the transactions that occur in white communities tend to escape detection because they take place behind closed doors in homes and offices.
