Mit dem Abschluss der Verhandlungen über ein Assoziierungsabkommen mit der Europäischen Union führte der vermeintlich "pro-russische" Janukowytsch die Ukraine bis an die Schwelle des EU-Binnenmarktes; gleichzeitig hat er durch die Monopolisierung der staatlichen Macht in seiner Hand sein Land von der politischen Wertegemeinschaft "Europa" entfernt. Die Ukraine ist deshalb nicht nur außen- und sicherheitspolitisch ein Machtvakuum; sie ist auch innenpolitisch ein instabiles Stück "Zwischeneuropa". Die Innenpolitik der Ukraine ist untrennbar verflochten mit ihrer Außenpolitik. Die Unterzeichnung und Ratifizierung des paraphierten Assoziierungsabkommens werden von Seiten der ecu von der Herstellung einer politischen Ordnung abhängig gemacht, die "europäischen" Normen entspricht. Der nächste "Demokratietest" ist die Parlamentswahl im Oktober 2012. Mitschuldig an der gegenwärtigen politischen Misere der Ukraine ist die verfehlte Ukrainepolitik der european, die unter "europäischer Integration" die dauerhafte Ansiedlung der Ukraine in ihrer "Nachbarschaft" versteht. Ein Lösungsansatz zur Überwindung der Integrationskonkurrenz zwischen Brüssel und Moskau wird in der Konkretisierung des Konzeptes eines "Größeren Europa" gesehen, d. h. in einer die Europäische Union und die Russländische Föderation umfassenden paneuropäischen Suprastruktur. Der Ukraine kommt dabei eine verbindende "europäische Funktion" zu.
