The responses to a range of feasible proposals by the corporate-industrial and the technical-scientific associations can gi­ ve good empirical indications as to which sectors or which products are better suscep­ tible of technological transfer or improve­ ment. It must be remarked that an "experts" opi­ nion survey", even if it might appear vague, fuzzy, and unquantifiable at a first look, in most cases turns out to be a valuable tool "to sense" the local climate for techno­ logical transfer. Of course, the subjective judgments must be properly "filtered" and evaluated, and biases yelded by mentality, interests, culture of the associates should be expicity taken account of.

In the assessment of sectors1 priority a rele­ vant selective role is given to technology and to the concept of technological appropria­ teness. However, a definition of appropriateness is given here that diverges sensibly from what is generally assumed in the context of under­ developed and/or developing countries : it does not necessarily mean that technologies should be simple, intermediate, and obsolete.
